Edge Align selects between two ways that the texture if painted into the
frame. Think of the frame as being either one solid rectangle with a
hole in the middle or four separate sides, left, top, right and
bottom. When Edge Align is not selected the texture is filled into
the frame as though it is one solid rectangle and the texture is filled
in exactly as it appears, left to right and top to bottom without any
rotation.

When Edge Align is selected, the frame is treated as four separate
sides and each is filled in with the texture rotated at a different
angle. For the top the texture is filled in as is, with no rotation.
For the bottom the texture is flipped vertically (upside down). For the
left and right the texture is rotated 90 degrees to the left or right,
respectively as illustrated by the diagram to the right.

This is the way that you would expect to paint a texture into a frame
to make it "wrap around" the image.
It's very useful for wood and molding textures where you want the
grain of the texture to follow the frame as it wraps around the image.
For example here's a wood frame with Edge Align not selected
and selected.
